Thrive by Five（五歲前發展）協調委員會致力於衡量以改善母嬰健康預後以及促進兒童初生至五歲間健康發展為目標的特區與社區層級計劃之進展。
委員會設 17 名公眾委員，由市長委派，任期兩年，另包含組織與政府代表。
遵照市長命令，委員會進行下列事宜：
- 追蹤以改善母嬰健康預後及促進兒童初生至五歲間健康發展為目標的特區與社區層級計劃之進展，並報告相關進度和結果。
- 向市長及衛生與公共服務部副市長提出建議，包含讓家庭與個人能取得支援母嬰（產期前後）健康、行為健康及早期教育之相關資源的方案、政策和計劃。
- 向市長及衛生與公共服務部副市長提出建議，將有關或負責改善嬰幼兒出生至五歲間發展結果的計劃、政策、方案及服務進行協調、整合、簡化及一致化。
- 確認有所缺口和機會可實施更多方案、計劃與服務，以改善嬰幼兒出生至五歲間的發展結果。
